Murang'a Governor Irungu Kang'ata is facing intense scrutiny over allegations of financial mismanagement concerning the county's bursary funds. The Controller of Budget, Margaret Nyakang'o, has raised serious concerns about the administration's handling of these funds, suggesting that mismanagement may have deprived thousands of needy students of educational support. An audit report by the Controller of Budget revealed that millions allocated for bursaries could have been misappropriated, with accounting officers failing to submit required financial reports. This lack of accountability hampers the ability to confirm whether the funds reached the intended beneficiaries.
Further compounding the issue, a Senate oversight committee has ordered a forensic audit into the Murang'a County Education Scholarship Fund after Governor Kang'ata failed to satisfactorily explain the whereabouts of KSh 46 million. The audit revealed discrepancies between the declared disbursements and the supporting schedules, raising concerns about potential fabrication of documents and the existence of 'ghost' students.
These revelations have sparked outrage among stakeholders, with many calling for increased transparency and accountability in the management of county funds. The situation underscores the need for stringent oversight mechanisms to prevent the misappropriation of public resources intended for vulnerable populations.
Governor Kang'ata has defended his administration, attributing the discrepancies to under-absorption of the bursary fund and asserting that policy changes have been implemented to improve the distribution of bursaries. However, the ongoing investigations and audits will be crucial in determining the veracity of these claims and ensuring that justice is served.
The alleged mismanagement of bursary funds in Murang'a County highlights the broader challenges facing county governments in Kenya regarding financial accountability and the protection of public resources.
