Murang’a Governor Irungu Kang’ata Files Contempt Proceedings Against Controller of Budget Over Bursary Funds

Murang’a County Governor Irungu Kang’ata has initiated contempt of court proceedings against Controller of Budget Margaret Nyakang'o, accusing her of defying a valid court order by failing to approve the release of county bursary funds.
Governor Kang’ata claims that despite a court directive allowing the disbursement of the bursary monies, Dr. Nyakang'o has refused to okay their release, thereby frustrating hundreds of needy students who rely on the funds for their education. The governor maintains that the earlier court orders, which temporarily stopped the issuance of bursary funds in previous cycles, did not apply to the current financial year's budget allocations.
According to documents filed in court, Kang’ata argues that the Controller of Budget’s continued withholding of the funds constitutes a violation of the judicial directive and undermines the right of deserving Murang’a residents to access education support. He has asked the court to cite Dr. Nyakang'o for contempt, a move that could have serious legal consequences if upheld.
“The court order was clear and unambiguous. There is no lawful reason for the Controller of Budget to delay or deny the approval for the release of bursary funds earmarked for the current year,” Kang’ata stated through his lawyers.
The standoff comes amid mounting pressure from local leaders and residents who have been demanding the immediate release of bursaries to help struggling families at the start of the school term. The matter is set to be heard in court as both sides prepare to argue over the interpretation and scope of the existing orders.
Neither the Controller of Budget’s office nor the judiciary has publicly commented on the latest legal action by Governor Kang’ata.
The outcome of the case is likely to set a precedent on how court directives relating to public fund disbursements are interpreted and enforced in the future.
